Team Rocket is an organized crime syndicate that flourishes by manipulating Pokémon as tools. Their headquarters is located in the small island region of Kodo, but they have bases of varying sizes throughout the world. Team Rocket is known in the criminal world for its business practices; thanks to its sophisticated cloning technology, it is the world's top supplier of rare and legendary Pokémon. Though Team Rocket has been compared to a terrorist organization, agents are strictly discouraged from committing murder outside of orders to prevent unnecessary retaliation.


FIREARMS POLICY
    Team Rocket allows Agent rank operatives to carry guns on missions only with the informed approval of a superior officer and only if the Agent in question has demonstrated competency with firearms. Grunts are permitted to handle guns for learning and recreational purposes at the base's shooting range, but they are expressly forbidden to take a gun off base for any reason.

RANKS
    Team Rocket has a ladder of five ranks: Trainee, Grunt, Agent, Elite Agent, and Executive Agent. A character's capacity for advancement is measured not only by activity in RP but also by their achievements and overall personality. STAFF CHARACTERS
    Staff characters are superior officers that oversee departments and command major missions or are minor recurring characters. If a Rocket of any rank has a question or concern that they'd like addressed by administration, they should seek out the most appropriate staff character. If you'd like to play with any staff character, you're welcome to get in touch with the character's player (in the thread or through PM) to discuss a way for the characters to meet.

Team Rocket is a large organization spread out over an array of different departments. Skilled or interested Rockets can choose a department once they become Grunts, if desired. If a Grunt isn't interested in any department or joins a department and proves unable to handle the responsibilities they're given, they'll be relegated to Field Agent.

  • Clerical: There's a lot of paperwork involved in an organization like Team Rocket, and the clerical department keeps track of all of it.

  • Demolitions: This department is used to destroy large pieces of evidence such as buildings and vehicles. It may also be used for construction from time to time.

  • Field Agent: Field agents are essentially Team Rocket's crooks. They steal Pokémon and valuables from trainers.

  • Intelligence: Where security keeps an eye on Team Rocket itself, intelligence keeps an eye on other people. It breaks down into two divisions:
      Espionage: Team Rocket will sometimes plant agents as spies amidst other institutions.
      Infiltration: When Team Rocket needs to get somebody into a place and out undetected, they send somebody from infiltration.

  • Legal: Team Rocket has a few very good lawyers on its side to make sure its various operations are covered in the unlikely event something goes awry.

  • Maintenance: The maintenance department makes sure everything is right around the base, such as plumbing, electricity, etc.

  • Medical: Medics staff the clinic, providing care to injured Rockets including everything from basic first aid to major surgery. There's also a division that attends specifically to Pokémon.

  • Recruitment: Though just about anyone can bring in a new recruit if they find someone they see fit, the recruitment department handles screening newbies to make sure they're suited to the organization.

  • Science: Team Rocket's scientists have always been an important part of the organization. They're categorized into several divisions:
      Biology: Team Rocket's biologists focus on furthering the capabilities of Pokémon.
      Botany: An offshoot of the biology division, Team Rocket's botanists work with different kinds of plants and grass-type Pokémon.
      Chemistry: Chemists are responsible for the chemical concoctions used by other divisions and departments.
      Genetics: The genetics division is responsible for the legendaries and designer Pokémon that Team Rocket sells as merchandise. They also create Pokémon for experimental purposes and as tools and weapons for the organization's operatives.

  • Security: Operatives working in security are entrusted with the job of keeping the base safe inside and out. Their reach is far and terrifying, enabling them to discover just about any instance of treason.

  • Technology: The technology department is Team Rocket's biggest investment and branches out into several divisions that work together:
      Engineering: Engineers work with Rocket technology such as Pokédexes, Dark Balls, and advanced robotics projects.
      Mechanics: Mechanics repair, maintain, and upgrade the vehicles and aircraft in Team Rocket's possession.
      Programming: Programmers create the software necessary to command the engineering department's creations.
      Weapons: The weapons division advances Team Rocket's weaponry, sometimes working together with engineering to produce weaponized robots.

  • Transportation: Transporters move things like resources and supplies from one place to another. The outposts depend on them to have everything they need to operate.

Players are always welcome and encouraged to invent new departments if they have an idea for their Rocket that doesn't quite fit with anything that's already available. Make sure to run your idea by staff before you begin to play with it, though!

OUTPOSTS
    Team Rocket has outposts scattered all around Kodo that it uses to house extra supplies and equipment of various sizes, and they can also serve as temporary bases of operation or waypoints while a mission team is out in the field.

    Ambergris: Team Rocket's oldest and largest outpost, located in an old, abandoned warehouse. This is where all played Rockets relocated to after Team Rocket's desert base was found out. It has one ground floor and three basement levels.
    Camphoreon: The first outpost in Camphoreon was raided some years ago due to a spy's efforts, and was lost to the police and Pokémon League. Team Rocket has since set up a second outpost within the city, this one of a moderate size.
    Sandalwood: On the surface it looks like a family converted the first floor of their home into a bakery to run a modest business, but the top two floors are actually dedicated to Team Rocket.
    Sagestone: This outpost is hidden in an abandoned mineshaft, accessible via a concealed entrance at the base of the mountain just north of Sagestone.
    Makko: Team Rocket's outpost in Makko can only be called puny, manned by just a handful of agents at any given time. It serves primarily as an emergency clinic for Rockets who are injured on missions nearby.
    Jinko: Due to the storms constantly battering Jinko and the surrounding plains, the outpost in this city is comprised of only flood-proof basement levels.
    Sky Peak Mountains: Less a proper outpost than the others, the Sky Peak outpost has a direct connection back to the base via a tunnel through the mountains. This location was constructed exclusively to store aircraft. A well-concealed port opens to reveal a landing pad for easy arrivals and departures. The outpost is staffed exclusively by mechanics and fitted with only what's necessary for aircraft maintenance.

Team Rocket's attitude towards Pokémon is summarized easily by their motto: Steal Pokémon for profit. Exploit Pokémon for profit. All Pokémon exist for the glory of Team Rocket.

Every member of Team Rocket is required to have Pokémon. If a recruit doesn't have at least one Pokémon upon joining, they will be assigned one at random from storage. Storage is where Pokémon that have been stolen by field agents are kept until a use is found for them. They're often used as experimental subjects or assigned to Rockets with small or poorly balanced teams.

If there's a certain Pokémon your character wants, they can file a request with the genetics department and have it created to their specifications - for a fee. Team Rocket is a business, first and foremost, and its members aren't entitled to free resources beyond food and shelter.

Agents who have proven themselves competent and reliable may be assigned a cloned legendary Pokémon to reward their good work. Unlike requested Pokémon, legendary assignments are given at no cost to the Agent.

ROCKET POKÉDEXES
    Every Team Rocket Trainee is given their own iconic black Rocket Pokédex, often referred to colloquially as a Rocketdex. The functions available to this piece of technology are more diverse than the League equivalent; not only can it be used to display a Pokémon's stats and moves, but it also allows voice and text communication with other Rocketdexes. A Rocket's personal identification is stored on their Rocketdex, and they're outfitted with a GPS function to allow easy navigation within the region and to allow an individual to locate other agents. The programming division generates a diverse array of applications that can be used to enhance the Rocketdex's standard functions.


SPECIAL POKÉ BALLS
    Like Rocketdexes, Dark Balls are a special piece of technology unique to Team Rocket. Because Dark Pokémon are vicious and difficult to control - plus a history of irresponsible Grunts receiving Dark Balls only to lose them somewhere - these devices are available fairly infrequently, and when they are available, they don't come cheaply. A Dark Ball is able to re-capture a Pokémon that already has a trainer by forcibly overwriting the original Poké Ball's registration data, though its primary function is as a stimulant that raises the Pokémon's attack power. Consequentially, the Pokémon loses durability, and its personality becomes drastically more hostile. In exchange for their strength, Dark Pokémon are unlikely to ever form close bonds with their trainer.

    The technology department developed and perfected a new type of Poké Ball, called a
    Tri Ball for its unique ability to contain up to three Pokémon at a time. A Tri Ball has three different release switches connected to respective containment chambers that allow it to function like three Poké Balls in one. It's a useful tool that allows a Rocket to cut down on the number of Poké Balls they carry at a time and makes it easy to send out multiple Pokémon simultaneously. Like Dark Balls, they're available to members for a decent fee.

Team Rocket is a lifelong commitment, not a club that can be joined and left on a whim. It's a serious criminal organization that demands the utmost loyalty from its members. Unless special concessions are made, Rockets are expected to live in the provided dormitories and are not allowed to maintain employment anywhere else. The headquarters building has a secure network that monitors incoming and outgoing emails, and personal cellphones do not function on the premises.

Desertion and betrayal are considered treason and are the worst offenses that a member can commit. A member guilty of either is very likely to find themselves the victim of an unfortunate "accident." This means that if your character attempts to leave Team Rocket or betray them in some way, their life is forfeit, and staff will deal with the character as they see fit. In most if not all cases, this will result in death.


DISCIPLINE
    This information is relevant to Team Rocket members who cause significant problems and/or continually disrespect or refuse to obey their superiors. A three strike system is in place:

    • If a character is responsible for a serious breach of regulation, they will be disciplined. The Rocket may be forbidden to leave the base, locked up in the brig, or assigned an unpleasant duty.
    • If a character commits a second offense, they will be severely punished. The Rocket may be demoted, have their belongings confiscated, and be barred from participating in missions.
    • If a character commits a third serious offense, they will face dire consequences. At this point, the advantage of keeping the Rocket alive may be questioned. If the Rocket is deemed a liability to the organization, they will most likely live out the remainder of their days as a human test subject for various experiments.

    This does not apply to small transgressions; your character won't receive a strike for unintentional mistakes or being a jerk to their peers. If you're concerned that something your character is about to do might be considered a severe offense, feel free to speak to a staff member to ask.
