The NSIB is a plain looking building on the inside, full of offices, uncomfortable plastic chairs, and unfortunately long queues on the inside. For the new beings who spawn in Halloween (or are ushered in by reapers from the Human World) and are without the comfort of parents and a home, the NSIB is there to register them and provide for their basic needs as they start their new lives.

• New Citizen's Starter Kit (including clothes, basic necessities, several informational packets, and the option of basic city housing or school enrollment)
  

The NSIB also has a long history of providing many opportunities for the type of volunteer work that looks great on a resume!

Extra Info: Hel is a very peaceful and productive citizen. She was probably coerced/black mailed into signing up. Year 3 student who is signed up for graduation. She's also on a trial run to be a Jr. Trick or Treater and working her way to becoming a full one. She owns a work-in-progress cottage outside of Halloween Town.

Extra Info: Having died and undergone a similar adoption process himself, Mort has a special soft place for those who arrive to Halloween fresh and unsure of how to proceed. He's a participant of the Big Brother/Sister program at Amityville (currently to Amarus) and would be thrilled to continue doing something like it during his last year/after graduation. (He has Stage 2 Insanity though so idk how that might affect things)
