Albel Nox from Star Ocean 3: Till the End of Time
This is a re-entry from about a year ago. I've made changes since then.
I know it is a girl avatar; his frame is petite AND this skirt only goes on girl avatars.
The red tails is from the urn item; it is for the belt and decorative fan behind him.
