Description:
One of Team Galactic's four Commanders, you first encounter her in the Valley Windworks, just east of Floaroma Town, then again at Lake Verity. She makes her final appearance teaming up with Jupiter atop the Spear Pillar. (In Platinum, you have a fourth battle with Mars on Stark Mountain.)
I know that the layering is not 100% perfect but this was the closest I could get. Lucy the Cat I chose over Mewpit, because Purugly is based off a tabby cat.

You could have used the travelers black under shirt and the tavern wench's bustier, it's not the exact color but it would look better.
