I won't repeat about the ref image, as it's clear now. Or it should be why you need it.
Cosplay is... Meh.
Her outfit is supposed to be tight. You've used thick pant legs. Mask is wrong color. Piggy tails are too dark of a blonde they need to be more pale and also too high up and tightly curled.
