Nero, that singing, psychotic, people-burning crazy little mofo, did not actually burn Rome, nor did he "fiddle". It would have been a lyre if he had. The phrase refers to him fiddling, or wasting away his time whilst Rome burned, which is why people commonly think he was responsible. When his people rebelled, he committed suicide at the tender age of 30.
