After the Five Great Nations formed an alliance to combat the Akatsuki, much destruction came over the land. Many nations, including Iwa, Suna, and Kumo fell during the war.
The Akatsuki is no more, and many clans have dwindled down, including the infamous Uchiha. Madara, the mastermind behind the Akatsuki, had almost succeeded in his plans after collecting the nine Bijuu but the remaining forces of the alliance were able to withdraw the collected Bijuu and transfer the tailed beasts into shrines through out the land.
Each of the remaining nations, Oto, Kiri, and Konoha, were given three shrines to protect until suitable hosts could be found to permanently protect the Tailed Beasts.
With his plans destroyed, Madara was the next to fall from his grace. The nations were able to overcome the great difficulties of the war but at a severe cost. The unities between the remaining nations were weakened and the people within the nations retracted their personal alliances to the other countries. Due to this, a wall of distrust was thrust upwards between the countries.

Oto, has become a peace driven city assembling many shinobi from many countries all watched over by the intelligent and powerful Otokage.The Otokage has strived to set herself apart from her predecessor was and become an honest full-fledged nation capable of defending itself. It has become a beacon in the dark for shinobi that have lived in fear for far too long. As long as you will swear fealty to the Otokage and the country of Otogakure you are welcome to join its ranks.
Slower Rping Villages
Kiri, after a substantial overhaul the city has begun to assemble some strong potential under the watchful eye of the ambitious Mizukage, and the powerful Sannin. Due to previous crime syndicates taking up residency, Kiri has adopted powerful punishments and now enforce actively a zero tolerance policy no matter the parties involved. Kiri has plans to become the shining star on the map powerful and free of crime, A safe haven for all but nothing to trifle with.
NPC/Inactive villages
Konoha, has as of late taken the reigns and is looking to become a country capable of supporting itself once again. Konoha has suffered greatly in the past and it is reflected by the latent absence of many of its founding clans. Distrust surrounds the country as many nin that inhabit Konoha refuse to work together. Visionaries are needed return union to the country.
Uzushio, has been crippled as a country and not much is heard of it although that doesn't necessary mean nothing is happening there.
Ame, Ame has become a quiet nation the same as uzushio but just as Uzushio this could soon change.
