Uhh...he is THE VILLAIN! Tobi = Madara Uchiha. He's the one that wants to absorb all the demons, and then cast a giant illusion off the moon, in order to trap EVERYBODY in an illusion FOREVER! sweatdrop

I mean granted he'd make sure there wouldn't be war, but people would loose like free will stuff to...

I haven't really watched this far, but I think I like this type of villain...the best villains see themselves as the hero. That's why there is conflict, the view they project is at odds with society. #138

If that's the case it wasn't done well...or perhaps they wanted to make sure you were rooting for the "Good guys." If he was too charismatic people may have wanted him to win. #142

See what I mean, when the "bad guy" seems to have a better justification for his actions its hard not to root for him. So, it's a balancing act if you want a certain reaction from your audience...although I could be giving the Naruto guys too much credit here. #176
