Chibaku Tensei 75 chakra
Arguably the most powerful Rinnegan technique to exist. The Chibaku Tensei is a technique where you will release a ball of gravity into the air, similar to a black hole. This ball of gravity will suck everything except you into it, surrounding the tiny object. This tiny force of gravity cannot be destroyed, and you may control what is or isn't pulled into it. It can pull an entire forest into its massive stature and even the land surrounding it. At its full size, it resembles a miniature moon, and if anyone has been sucked into it, they have almost definitely been crushed to death. Using this technique prevents any other Deva Path skills from being used for 6 posts.

Hey, how do you know Heaven's Judgement, an S-rank technique, when you only know up to Jounin as said on your profile?

-.- I wouldn't worry about that, since the attack wouldn't actually work. I can edit it out with a different jutsu or just change my post altogether

It has a radius. It will simply pull in everything within that radius.

Unfortunately Kishimoto did not elaborate on said radius, but we can assume it's about 2km most likely.

It will -- assumingly -- last until the Rinnegan user has left the area.

I'll be editing the technique to where it can be destroyed however. Don't worry about it.

You see, I read the Master System really well:

Master System

Rule Number Five: No class, clan or bloodline can offer a rank reduction to cost on abilities. Percent reductions cannot go beyond 15%. Each character can only have a one rank boost to anything, usually given by a clan or bloodline. So, you cannot have a +2 rank boost on any jutsu.

Katsu has no Bloodline[-1 rank cost to weapons], and no clan[-1 rank cost to weapons], thus an S-Rank weapon technique for him costs B-Rank chakra.

Haha that's not what it means at all. It means that you can't have a section in a clan or a bloodline that gives you a rank cost reduction.

You have no bonus for not having a clan/bloodline.
Although that's actually a really good idea, off-handedly! I might actually want to do that; let people get a cost reduction for not having one.

One question before I post. How is your technique boosted from A to SS?

For one, no technique can be boosted by two ranks unless it's your main element with the Sage class. There is also no such thing as a light sage. And Joukai doesn't rank-increase Joukai techniques if I recall. o.O
