It starts with one, The Leader, you must wander from place to place, finding only the best, and even then that isnt good enough, you must fight them to the brink of death of the RPC and then judge them upon their actions.

I have destroyed the mizukages office blew up a shop held an academy student hostage killed 5 people or so helped in killing the kazekage stolen from the hokage mizukage and kazekage corrupted several people made 3 human puppets crushed poisoned and burnt an academy poisoned mist's water blah blah blah.
