from personal experience I would recommend an art and design school rather then a liberal arts school, but to each their own. the best way is to find some schools your interested in and visit them, some will even let you sit in classes which helps get a feeling for the school and better yet, the proffessers and teaching style. as for me, I graduated from Kendall College of Art and Design ( www.kcad.edu ) and I loved it there, and plan on getting my masters degree in a few years (after I pay off my school loans) and going back as a proffesser there.

From what i know You cannot get an associates degree of arts degree from high school mostly wha tyou get from high schools is a diploma and what not.
I would have to agree with Yuka about taking an art and design school than liberal arts. There are many different college spread across America at the moment and a few good ones over seas but you have to know the language to go to those. Most world renound or well known in america is The Art Institute and that focuses in on many different areas of art. I would go to a community college first before making large decisions about the different art colleges so you earn some credits and more experiance while you look around. UC Irvine has some good programs along with Odis Art Academy, Columbia College of Chicago and The Museum of fine arts school in Boston that is linked with Tufts Univeristy. But alot of these shcools are possibly elite and lookign for certian qualities to your art and what not as well to looking at your applications, GPA and other things like SAT's but good luck to you and your questing

Best design programs in the country now include (but are not limited to):
RISD (RI) Pratt (NYC) Cooper Union (NYC) SAIC (Chicago) Parsons (NYC) SVA (NYC) UC Berkeley (cali) Art Center College of Design (cali) Cranbrook (MI)

But my sincere opinion is that you shouldn't limit yourself with a graphic design degree. Learn how to think, and how to create - design flows naturally from knowing how to solve problems. Liberal arts or Visual arts in general will serve you better. You can always get a masters if you want design courses - but I wouldn't specialize too early.
Just my $.02

i currently attend Texas State University and our graphic design aka Communication design program is top in Texas and we are nationally known. our graduates have found successful jobs all across the states. some of our professors worked for well known designers like Massimo Vigenelli. our school has won many awards and we have been in many design magazines like CMYK, ID, HOW, Communication Arts, and graphis.
granted i am partial to my school and i have never had so much fun before. i cant imagen going anywhere else.
but you should visit each campass and take a tour before you make a dession. and remember out of state tuition will always cost more, but anyone who trys can get a scholarship...im kind of a pro on that subject considering its my mothers job to find scholarships and colleges for the students at my old high school.
hope this helped!

Though I'm not the one to be the most knowledgable on Graphic schools, I have dreamed of attending Pratt.
Its a general art school, but God I wish I could get into classes there. ):
