Just wondering, how could we use brushes and other stuff in the Photoshop arsenal to make awesome pictures like this?

errr... not really sure where to begin.

Start with an idea. Then select a color palate that jives with it. Now either scan in and create new brushes, or select those textures which you thing are true to the idea...

create

Lots of layers. Transparency. Masks. Color

Other than that - I'm not really sure what guidance we can give without standing over your shoulder telling you what brushes to pick when.

that picture deffinatly has a ton of layers at different transparencies and opacities...and a tone of filters were used to do that...i can see a cloud filter for sure. all i can say is mess around with the different filters in photoshop if you like them that is.

also play with contrast and levels
