Yea... That would not work. Considering human nature we would find something be be jealous about then it would start all over. Plus, it wouldn't stop people from cheating, there's one problem already. It would not stop people from hating each other, second problem. It would make furry haters pissed, therefore possibly start a war.

And I like being female so I would get surgically changed back.

This is nice in theory only. You happened to skip the real problem. We are humans / humane (rational beings) therefore we think and in thinking we form opinions and judgments. So your wish could be remade to a less cost consuming one of if everyone in the world didn't care about others' physical appearance other than weight than things would be better.

There are some that can reproduce, but it's not like you could easily tell if they have the role of the female or male. Most of them decide to just become one gender, but some are sterile because if they only had working male reproductive organs then they wouldn't be able to produce eggs and vice versa. Horemones can't really make someone produce what their body can't.

This wouldn't really solve any problems at all. Like others says people always find something to hate about each other. In this case it would probably be things like species and such.

Also having everyone be herms wouldn't really make much people happy at all. Most people are happy as the gender they are and wouldn't want to be the opposite or both. And being a herm is not how it is really how you see it in pictures. And I would probably after a while of it get surgery to be female since I hate being a guy XP

All of these theories on how to make the world better.... Why can't we just accept we are what we are? We are all screwed up we are all going to fight and that WILL NOT change if we all suddenly are furry hems. In fact, I think I'd be even more pissed off lol.
