When you hit "New Topic"
The blue bar at the bottom, is labeled "add a pole"
Just fill in the boxes and if you want to add more then one option,
the blue bars button on the right will add an extra box.

Just hit "edit" on your first post,

And that blue bar will be there too ^.^
