A Large island with a huge temple dedicated to Raijin in the center along with a Mansion owned by Rakurai Meian Raiken. There are many houses surrounding the buildings that house villagers, travelers, and worshipers can inhabit. the population started with 50 villagers from the fire nation but the population will continue growing quickly in the peaceful island. A great vacation and relaxation spot as well as a training location as both the temple and mansion have training rooms.

closed to public, Rakurai and friends only. top floor is the master bedroom with kitchen living room and everything, other foors have assorted guest bedrooms, rooms for fun and storage, bottom floor is a dojo.

open to public, over 50 small houses and many open ones for people to move in to and one large inn.
Rakurai arrived on a wagon with a convoy of wagons behind him with about 50 villagers in them with all their supplies. they arrived at the city that was made so quickly they were astonished at how great it looked. the people rejoiced and ran to claim houses and set up their new homes as Rakurai walked to his new mansion with a big smile on his face, he opened the door and explored the dojo and went upstairs to the great house with more rooms than he could count. once he arrived at the master bedroom he collapsed on his king sized bed in bliss. he had gone from being a poor traveler to a man with his own city and mansion, even though he wasn't very monetarily rich, for the first time since he left Kumo he had a home.

Rai got up and decided to train a little bit. he walked down the stairs and out of his house to the temple of Raijin. he started to pray and meditate while focusing his chakra. after a few minutes his body started to flicker with raiton chakra as his eyes were closed, and when he opened them for a brief second the chakra subsided.

While praying Rai would think about some of the biggest questions in is lifeand ask them to himself aswell as Raijin. he had never recieved a direct response or answer from Raijin but he always thought the answers he come to on his own were actually divinely inspired. the first question he asked was "does this please you" and as e meditated on that question he kneww that Raijin had to be pleased with his temple as it was the largest monument dedicated to him in the world. "should I continue to travel or should I stay here to watch over your temple?" after a few minutes he realized that there was much more he needed to do in the world, especially in the name of Raijin. as he kept his eyes closed he felt the presence of Raijin's spirit guiding his thoughts slightly. "where should I go next?" instantly he knew the answer... home... family... he had avoided Kaminari no Kuni and his relatives for a long time because of the opposing beliefs that grew between them. He had left his brother Arashi years ago in konoha to fend for himself and recently parted ways with his cousin Deni. Deni and he were similar but where they differed was in theology; while Rai worshipped Raijin and the power of Raiton, Deni worshipped the rival diety, Ichijin and the power of wind. this caused a fundamental rift between them and when Deni was called by Ichijin to train and work for him, Rai was called in the opposite direction. His thoughts were flooded with thoughts of Deni and Kumogakure no matter how much he tried to divert them to Arashi. he knew that this meant he should find Deni and kumo but didn't know what the purpose was, an answer he never got from Raijin when he asked. "what should I do when I get there and find him?" to this question he was given silence, so he asked again. "are we to be brothers again or enemies like you and Ichijin?" he knew that Raijin and Ichijin were warring Gods and that their worshippers were enemies but hoped he and his cousin could be an exception to this trend by allying. however, he did not get a response and it aggravated him until he realized the answer. if he could convert his cousin to submit to Raijin they would be allies, and that was the mission that he had been sent on indirectly by Raijin. he got up and left the temple walking out of the city getting ready to work.

Bentley arrived at the island and went straight to the beach and sat on the shore waiting for Deni, this island view with an open sand beach was the perfect area to have a fair fight.

"Yea I have, but it's not all for me man. It's for family, friends, and god. I want it to be kind of like a mini-eutopia for shinobi so we can chill and just have fun for a while, we all need it." he said chuckling. He stood up and faced Deni. "we've had the whole walk over here to catch up and we'll have much more time later... for now how bout that fight?... you get first move, come at me bro." he asked raising his eye brow and smirking as he spread his stance a bit and gripped the hilt on his left hip with his right hand, bracing for whatever Deni would throw at him.

Knowing that only a battle between the two elements would satisfy the wind and lightning god, Deni acknowledges Bentley's challenge for a fight. Deni activates his Fujin's Grace technique to increase is speed(+1). Fuuton Masters also get an increase in base speed(+1). He then uses Faithful Wind Blade B-ranked jutsu, and attacks Bentley with a barrage of wind slashes from his katana. This jutsu also increases the length of the blade by 10 feet increasing the chance of a direct hit.
Bentley drew his hilt and focused chakra into it as Deni used Fuujin's Grace, causing his useless looking hilt to shoot out a 5 foot long white blade made of hatake chakra in his right hand. he waited for Deni to come at him with his blade and at the last second before he could strike, Bentley side stepped to the right avoiding the first swing and when Deni would continue to slash at him he would hold the blade with both hands and parry Deni's strikes. The speed of Deni's strikes was impressive and hard to keep up with, but Bentley's natural speed was enough to avoid the attack temporarily. toward the end of the barrage the wind chakra would graze his left shoulder leaving a small cut, he then realized that the strength of the wind chakra was making it impossible for his blade to counter Deni's. upon this realization he took a hard swing against Deni's blade to knock his hands back a bit, stalling his next attack enough for Bentley to jump out of range of Deni's blade. Once he landed he held his left hand palm facing up as a ball of Raiton chakra grew bigger and bigger in his hand. when it got to the size of a basketball he threw it as hard as he could and it swerved left and right through the air heading toward Deni's chest. If he couldnt dodge it the attack would knock him back and electrocute him severely.
Ryo=55000 Jutsu used Raiton: Denshi no Jutsu (Lightning Release: Electron Technique) rankbiggrin+(C) Description: A crackling, sparking sphere of yellow electricity appears in the user's hands. The user can than toss this forward, where it will hit the target and electrocute them. Being a lightning Jutsu, it is quite powerful for its rank. However, it swerves as it flies through the air, making it difficult to aim and making it more likely to miss the farther the user is from the target. It is a very basic Jutsu. As Bentley is charging up his chakra for a justsu, Deni does the same and awaits any attack Bentley is about to throw at him. Bentley sends a speeding ball of lighting towards Deni's chest. Seeing as though this jutsu will severely electrocute him, Deni starts to manipulate the wind and gather up any surrounding wind chakra. With this Deni creates a wind shield to completely cancel out Bentley's attack. Deni then uses the wind flowing around him to create a blizzard of dust covering the whole battlefield, limiting the vision of both fighters. Deni then uses the wind surrounding him to create a huge ball of wind chakra. With his every last breath Deni hurls the ball at bentley. If Bentley gets hit with this, we would get cut up severely.
Passive Abilities:

Fujin's Guidance Description: By altering the winds to their favor Fuuton masters are able reduce the chakra cost on their fuuton for a limited amount of time. A fifth of the chakra requirement (rounded down) is taken off for three posts.
After the shield blocked the attack Bentley knew that Deni would counter quickly so he focused chakra for a second and lightning chakra would cover his whole body, creating a shield for him. As the wind rushed toward him he held his arms up in an X in front of his face and tried to use the lightning shield to repel the blast. He underestimated the advantage that the fuuton attack had over his raiton and as the explosion went off it was dulled but not repelled lie he thought it would be. the explosion knocked him on his back still in his defensive position, it left cuts on his forearms that went through his jacket and bandaging. he was shocked that the attack pierced his shield and that the cuts hurt so much and as he lay there for a second with his eyes shut he thought to himself. "what about that power I was promised? I still don't feel any thing different... what the hell" he was frustrated shocked and pretty damn embarrassed but then suddenly he felt as if his mind was vibrating with the boom of the thunderous voice of Raijin. ""OPEN YOUR EYES"" he waited a few seconds and opened them and realized what the power was. His eyes that were normally all yellow now had red pupils with a tomoe in each eye. he jumped to his feet and his eyes darted around as he adjusted to what was going on, he couldn't believe it but he had just unlocked his Sharingan. after he got acclimated to seeing the world in a new light he looked at Deni and smirked. his body didn't have the glow of raiton anymore but his eyes were glowing bright red and yellow at the same time, he quickly raised his bandaged hand and a large beam of lightning big enough to hit most of Deni's body shot from his hand at insane speeds that would electrocute him severely and paralyze him for a few seconds while he was on the ground. even if he dodged it small streams of excess electricity would shoot out of the beam and hit him with smaller amounts of lightning but still enough to do damage.

Heki no Jutsu (Burst Technique) rank:C+(B) Description: An overall simple move that is generally taught to genin to assist in generating and controlling chakra for the sake of ninjutsu, the shinobi vents electric chakra from his entire body, causing anyone that touches or attacks him to receive minor electrical shocks and burns. The shinobi cannot move while in this state.
Raiton: Raikou Kousen no Jutsu (Lightning Release: Lightning Beam Technique) rank:B+(A) Description: This is the pinnacle of the single-target ranged lightning jutsu. The attack from Lightning Blast has been upgraded further, making it into a beam twice as wide as before, and much more damaging. Targets hit head-on with this jutsu will experience a fantastic amount of pain and be stunned after the jutsu ends. Also, nearly missing with this jutsu also has some effect. Because of the high amount of voltage, small lightning bolts can arc from the beam to someone standing within two feet of it, causing shocks a little bit more damaging than those of Lightning Bolt technique. This jutsu can be ended prematurely by the user.

With Bentley's lightning beam getting closer and closer, Deni knew that if this attack hits his heart, this might be the end of the battle for him. Deni had literally no time to think of a strategy, and on his own instinct, withdrew his wind blade to try and block the attack, but Deni greatly underestimated the attack. He was able to cushion most of the blast, but the after effects had some damage on his body. Deni had little electrical sparks coming out his body from the attack, his arms were severely cut up because most of the blast was redirected into the sword and his arms, but Deni's hopes wouldn't burn out just yet. When Deni saw that Bentley had awakened his Sharingan, it made him feel a little jealous that Bentley was able to activate it before he did, but it also made him feel more determined because he knew that he's put on enough pressure to help Bentley awaken his Sharingan. Deni shouted, "This fight is about to get interesting" as he said with a grin. Both fighters knew that this was an intense fight. Deni then realizes that he can't give up yet, and that he needs to keep fighting in memory of his father. Deni then begins to weave a sign. Deni then says, "Let's see how you fight in a different reality." In a blink of an eye, the ground starts to soften up. As Bentley was getting ready for his next attack, the softened ground starts sinking into a deep hole trapping both Deni and Bentley. "What the hell is going on?" Deni frantically screamed. As Deni struggles more and more to get out of the quicksand, he is finally engulfed by it. Bentley knew that if he didn't get out soon, he would have the same fate as Deni did.

Jutsu used: Magen: Niju Kokoni Arazu no Jutsu (Demonic Illusion: Double False Surroundings Technique) B Description: This jutsu places another illusion on top of a previous illusion created by the user. If and when the target dispels the first illusion, they will not realize that a second is in place. The second surrounding can be controlled by moving chakra in your hands. Ryo: 24,600
"What the hell?! when the hell did you learn sand jutsu?!" Bentley yelled in shock as he began to sink into the sand, once Deni was consumed he was confused as hell. "Deni?! whered you go?" why would he use a jutsu that hurt both of them? he realized he had to act quickly so he focused his raiton chakra to coat his body completely while trying to remain still, knowing that the more you struggle the faster you sink. he focused so much chakra into his body that small streams were coming from him frantically threatening anything that touched him but it had no effect on the rate that he saw himself sinking. by the time he got waist deep he was desperate and closed his eyes in prayer. he prayed for an answer, some type of power or way out to overcome this. his thoughts racing with pleas for help so hard that the strain could be seen on his face. suddenly the sound of a single thunder cap could be heard, but in he thunder Bentley heard more than anyone else in the area could, the voice of Raijin. ""you don't need power to overcome this, i will grant your prayers for power to help you once you figure a way out of it but I will not help you escape..."" Bentley's eyes clenched harder as he began to struggle which caused him to sink faster. then another thunderclap would sound although the sky was as clear as ever, and Bentley would hear the same voice. ""Use your head."" He stopped thrashing and tried to calm down,his eyes tearing up a bit with fear as the tomoe in his eyes split into two, he could feel the change in the power of his eyes but did not fully understand it or how to get out of this jutsu. he rubbed his eyes and began to think of a strategy quickly as in his mind he was just above waist deep.

Raiton: Raiton no Yoroi (Lightning Release: Lightning Armor) rank:B+(A) Description:The user wraps their body in a layer of lightning chakra that, instead of being used offensively, is used to electrically stimulate the user's nervous system. The technique speeds up neural synapses to react faster, and to push physical prowess to the absolute limit, allowing for tremendous raw speed. Adds +1/+1 to strength and speed as well as the effects of direct Raiton contact.

While Bentley is struggling to grasp reality, Deni watches from a cliff thinking what his next move should be not realizing that an unknown power deep within him is boiling. Suddenly, Deni feels a sharp pain coming from the pupils of his eyes. It's as though everything in the world is much clearer. Deni can't believe what just happened. "The true power of the Uchiha has finally awaken in me" Deni said to himself. He had just awakened the first tomoe for his Sharingan. Deni knew that a well fought battle with his brother in arms would activate the power within him. Deni's confidence level skyrocketed, and had so much passion in his eyes. "Seeing the world in this perspective is so unreal" Deni said to himself. Deni then creates a huge air bubble around Bentley's head. This bubble cuts off any source of oxygen, and isn't easily destroyed. Bentley mentally is now buried into the ground, but not realizing that the lack of oxygen is because of Deni.
Passive Abilities:

Jutsu Used: Shinku (Vacuum) B This is a nasty jutsu. The user focuses on an area a few feet in diameter, and creates a near invisible skin of hardened wind around that area. From within this area, the jutsu's user removes the oxygen, causing asphyxiation as the vital air component is taken. There are three stages to this jutsu, and each stage can be used by progressively higher ranks of shinobi. At Chuunin: Jutsu is immobile, easily escaped. At Jounin: This Jutsu can be fixed to a body part or object, so is harder to escape. At Sannin/Kage: Jutsu is truly deadly, moving in to A or S rank. Jutsu now covers an area several yards in diameter, and can move, although slowly. To escape: Pop the bubble; not as easy as it sounds. Wind jutsu do not pop bubble, but rather enhance its toughness, making subsequent attempts to pop it harder. Fire jutsu cannot originate within the bubble, as there is no oxygen to fuel fire. Techniques that create fire outside the sphere can burn away bubble, but if the bubble is around someone's head when burned away, they will receive burning on the head, and quite probably lose a good deal of hair. Lightning jutsu of equal or lesser rank cannot pierce the wind jutsu, but higher rank can. Water jutsu: See Fire jutsu, minus risk of burn damage. Earth Jutsu: All earth jutsu above D rank can pop the skin of the vacuum bubble. Metal (ie kunai, senbon, shuriken) Can pop the bubble, but care must be taken not to accidentally pierce the victim.
