[[This is a metaplot ORP that will set the stage for future developments and RP opportunities. As such, characters participating in this ORP will be limited to observation and commentary rather than direct interaction with and influence over the events that unfold. As long as they meet the requirements for participation, any character may join the ORP at any time. In order to participate, Rocket characters must be grunts or agents whose faces are not known to Kodo's law enforcement, and trainer characters must be KSO volunteers or officers. For the sake of convenience, you may assume that all trainer characters participating in this ORP have all been assigned to the same group and all Rocket characters participating were selected as scouts. With less than a week to work with before Groudon's likely arrival, the northern section of Camphoreon and the coast beyond were abuzz with police and League activity as the two organizations carried out their preparations. Although no one could anticipate the exact actions of the legendary pokemon, its course towards Kodo could be described as a beeline, and the Pokemon League, not wanting to risk putting civilians in the path of a pokemon that had exhibited aggressive tendencies in the past, insisted on evacuating the residencies closest to the shore. At the same time that the mandatory evacuation order was given, trainers who had signed up as volunteers with the KSO department received messages to their pokedexes as well as to their mobile phones, if they'd given their numbers:

      URGENT - REQUESTING ASSISTANCE FROM ALL VOLUNTEERS

      The legendary pokemon Groudon is approaching Kodo with unknown intentions. Kodo Special Operations requests the presence and assistance of all volunteers in handling this emergency. Volunteers should bring pokemon teams and/or recovery items in anticipation of the possibility of the encounter turning violent - HOWEVER, remember to remain calm and non-threatening to avoid provoking Groudon unnecessarily.

The rest of message was slightly different for each recipient, giving the location they should report to in the morning and the name of the officer who would be leading their group. Trainer Rosie's message was different still: It included a request that she bring Northern so that they could ask the legendary to act as a translator between them and Groudon.

Around the same time, Team Rocket made its own move. With as poorly as Kyogre sold in the market, the higher-ups were hardly desperate to obtain its counterpart Groudon, but the organization was naturally interested in seeing how the situation would unfold. After a review of their operatives' schedules, grunts and agents who had low-priority assignments or were off-duty were sent a message:

      ATTENTION: Priority Mission Assignment

      Legendary pokemon Groudon is expected to make landfall at Kodo's northern shore in the coming week. Individuals receiving this message are assigned to observe events and deliver a scouting report detailing everything that occurs. Infiltrate the restricted area if possible, but DO NOT reveal yourself to any non-Rockets and keep a comfortable distance from League officers. Do not engage or attempt to capture Groudon unless explicitly directed otherwise.

Only a couple of days after the hurried preparations for the legendary pokemon's arrival began, the evacuation was complete and everything was in place, leaving nothing left but to wait. Through it all, the torrential rain was unabating, rendering the ground, as well as most of the people, increasingly soggy. And then, suddenly, word came in from the League scouts: Groudon would arrive that day, in as little as a few hours depending on its pace. The volunteers were called to the shoreline where League officer Alder and KSO Commander Petra waited, and the Rockets began to filter to their positions in the surrounding area, each awaiting the inevitable.

At the place where authorities predicted it was most likely that Groudon would arrive, Petra turned to address her group of volunteers, raising her voice so that she could be heard over the din of the rainfall, "Okay, everyone, I need your attention! It's probable that Groudon will be getting here soon, and from our scouts' reports, it looks like our group is the most likely to encounter it. If you have any final preparations to make or any questions to ask, now's the time."

It was news of the evacuation that reached Rosie and her family first, but the reason as to why the coastal arias were being evacuated followed mere seconds after.
The days following seemed a bit like a blur, with hardly any time to really sit down and register the situation. In a way it was exciting, the idea of a true Legendary, something people in their lifetime usually never see being so close to Kodo, with the chance of actually coming to the island.
The reason why though was the question on everyone's lips, and with no clear answer.

Northern herself was particularly interested with the idea of a Legendary being so close, she spent much of her time, when she wasn't asking questions, floating in quiet thoughtfulness, gazing around as if soaking in all the different impressions that the people were feeling about this.
She knew that she was a legendary, but what confused her, was the idea that had been explain to her that she wasn't a true legendary.
What was a 'true' legendary, and why was she so different from them? She certainly seemed much different from other pokemon, in many different ways, but there never seemed to be an answer.

Rosie knew there wouldn't be any use keeping Northern from the beach when they were called there, So the request for the Jirachi's presence was easily complied with.
Knowing her family was sent off safety in the evacuation, and despite their concerns of her going back, Rosie stood with the other KSO Volunteers, hand holding the hood of her rain coat over her head, eyes staring off into the violent swells of the ocean, half expecting to see the distant form of Groudon in the distance after a break in the waves each time.
At her side sat Vahy'n, fins pressed to her head against the wind, but showing no concern for the drenching rains.
Northern seemed to be taking care of warding off the weather in her own way, a sphere of psychic energy creating a resisting bubble around the small form.

As Petra, the Commander of the Special ops officers called for attention through the storm, Rosie gave it, but remain silent as she didn't really have any questions at the moment.

This was crazy. Crazy, crazy, CRAZY! Citrine had only just signed up for the KOS, and already, she was out on a mission. Sure, she didn't think this group played around or anything, but she wasn't sure she was even ready for this! She was scared, of course, and it took all of her will power to keep her knees from trembling. Of course, her hands were shaking from the late winter chill and the rain. She tried to tuck her hands inside her sleeves to warm up.

When she had gotten the message about being at the coast, Citrine might have gone overboard with the potions and revives, but she wanted to be prepared! This was her first official task as a volunteer for the KOS! She steeled herself again before she shivered, and water dropplets hit her face. "Gah." She was startled.

"Gar?" Nornsteen materialized at her side, holding a corner of her rain slicker-poncho hybrid over her own head. The ghost knew her human was worried. She wasn't completely sure why, but she was here for her human, and pat her leg, trying to make her feel better. Citrine smiled at the ghost just as someone called for their attention. What was her name again? Petra? She didn't bother re-checking the email. She'd figure it out soon enough... she hoped.

Alder remained in quiet conversation with a young man in KSO attire as Petra addressed the gathering volunteers. Once finished, the younger man went back to continue monitoring the stormy horizon as Alder turned to scan the newly arrived volunteers. One in particular caught his attention, so he moved in her direction to speak with her - her and the Jirachi with her. "Rosie," he said, his hands splayed in welcome, "and Northern. Thank you both for coming. I'm sure you're aware of the situation, but I'm unsure if you know how big a part Northern will play here, if she agrees to it."

Zuberi had been asleep when he got the alert on his Pokedex. The African didn't generally sleep; it was something he found to be a waste of time. But every so often he would crawl into bed and take a nap for up to four hours before being refreshed and able to go back to work. What he read put his body on edge and his heart thundering. He couldn't just ignore it; that wouldn't look good in the eyes of the higher ups. After all, the key point was to grow and become an Agent right? So he would have to prepare and get to moving quick. He had no idea what he was going to be doing on this mission aside from observation work, but if he needed to intervene or battle anyone, he'd have to have his team ready with some medicine on hand.

He spent the few days preparing. He trained hard to try and get all his Pokemon to tip top shape. Moto still hadn't evolved from a Cyndaquil, though he was sure the tiny Pokemon had to be close at the very least. He worked hard to get him to know new moves and to get his speed up. What they couldn't see or catch would be a benefit. Nyota didn't need much training, though he had attempted to teach her water moves. It didn't work to his advantage. Baridi still wouldn't listen to him; so he left the training alone and decided that, unless under sever circumstances, the Glaceon would stay in it's ball. And then there was his newest; little Upinde. Since the Amaura had recently hatched, he worked on basic training, and nothing else. He didn't want to overwhelm the little one too much.

That being said, Zuberi was ready to go. He marched out with the rest of the Rockets and slipped away when they were instructed to take position. He was often silent and quick with his movements, able to hide from looking eyes in trees or the city. So, he ducked around different trees and bushes until he found a spot he could observe safely. His Pokedex sat on a branch near his eyes, so he would see if a transmission came through. Moto was with him, out and resting on his shoulder; watching the area. Zuberi could see the gathering trainers. What was the group called again? The KSO? He snorted lightly at the way they moved. Weren't very organized, really. His eyes flickered along the faces, trying to make out anyone he might know. He had, after all, spent some time wandering the cities and learning locations.

Kyle had absolutely NO intention of going anywhere NEAR Camphoreon city, let alone as close to its coastal region. Not when there was the suspicion that the god of the earth had a chance of sauntering up onto the islands beaches.
No- nooo thank you, this blond had had his fill of Legendary in his life time, and he was in no rush to add another name to his "I was nearly killed by 'insert Legendary name here" List.

It was his misfortune of course, that he would find himself in a position as close to the Camphoreon cost as he and Ryan could get, standing with his arms at his side, and his shoulders bunched, a deep frown plasters on his lips as his head remained bowed in his deep hood, trying to hide from as much rain as he could.

"I don't see anything yet..." Ryan, his partner spoke next to him, the shorter man holding a pare of binoculars to his eyes.
The barriers kept them from getting very close at all, and one survey of the blockade that the League and police force had set up made it clear that not even a sneaky Rocket would do to risk sneaking past. not with the number of men and Pokemon manning the aria.

"Uh- actually looks like there is some movement in one of the groups down there- they seem to be getting ready for something...."

"Do you see Groudon yet?" Kyle asked, unable to see what Ryan was talking about, he could barely see the beach through all this raid from their distance. Making out shapes of people on the beach sure. But that didn't mean a whole lot to Kyle.

After a pause and a slow scan of his binoculars Ryan answered "Nothing yet."
taking a sense of relief in that reply, though Kyle couldn't help but feel his shoulders tense up even more. "This is such a stupid idea."

This wasn't nearly as scary as she expected it to be, the element of Team Rocket showing up with the Legendary around probably worried her more then anything. Maybe she should be, she knew very well what this pokemon was capable of, and in the case it was not in a mood to come in friendly terms she couldn't doubt that a legendary's power wasn't one as easy to calm, even with the KSO all here.

Maybe it was the fact that it was still a Pokemon, and as terrifying as they could be at times, there wasn't really a replacement for the trust and bond you can form with them.

The blond let her blue eyes wander around the people she was standing with, every one of them volunteers for the KSO, some she recognized from the trainer center, though one smaller form in particular was recognized as her friend.
The blond blinked, her lips parting slightly as if to say something but the sound of her name snapped her attention back to a large man greeting them, The former champion of Unova.
"As much as we can I'm sure." Rosie responded politely but with a kind smile.

Northern had sensed Alders approach before she even saw him, pulling her eyes away from the sea and with enthusiasm floated over to the man who had looked after her for so long.
"A big part? Me?" She asked as his words caught up with her, the proportionally large head tilting lightly "What big part?"

"You, indeed," the redhead responded with a nod of his head and a smile only slightly strained due to the situation. "We'd like to speak with Groudon and find out why it's coming to Kodo, and prevent a confrontation if at all possible. I'm certain it will be able to understand us, but we won't be able to understand what it's saying. That's where you come in - if you'll agree to help us, Northern, we would have you be our translator, and tell us what Groudon is saying."

For a moment Northern's wide eyed interest fell into a frown, glancing from Rosie then back to Alder. It wasn't difficult to tell that there was something that she wasn't understanding.
"Why don't you just talk to Groudon yourself though?" She asked, surely Alder didn't forget that Groudon was a legendary did he?
Still she frowned, floating a little closer to Alder to that she could be eye level with him.
"I've never been a translator."

"Ah, I can talk to Groudon myself," Alder began, "and it could speak to me - to any human - but we wouldn't be able to understand what it's saying. Not many pokemon have the same ability that you have, being able to speak to and understand both pokemon and humans."

Northern continued to frown, though now looking completely bewildered.
She knew that Pokemon couldn't speak like humans could, but it never occurred to her that they couldn't understand Pokemon... in the household she lived in, they always seemed to understand and talk with the Pokemon just fine... Or it always seemed that way.
She knew she was special for knowing the human language... But she had no idea how much of a difference that made.

"So what Alder is going to need you to do-" Rosie took over explaining, drawing the Jirachi's attention. "Is whenever Alder is talking to Groudon, he wants you to repeat what Groudon said."

Northern tilted her head then looked back at Alder. "You.... really can't understand them?" She continued, in slight awe

Alder nodded at Rosie's explanation. "Exactly. And I'm afraid not, no," the former champion affirmed with a sad smile and shake of his head. "While we may be able to understand a little bit - such as whether Groudon is upset or not - based on its behavior, we won't be able to understand exactly what it's saying."

"... Oh." The Jirachi blinked, glancing down at Vahy'n who smiled back softly. It still boggled her that all this time Rosie never knew what Vahy'n had been saying to her.

Northern clasped her little hands together, floating back around to Alder's shoulder, "Alright... I'll do my best."

[KO - Kyle]

This was a travesty. A travesty! With his red hair plastered flat against his skull, his boots squelching, and a shiver running through him every so often KO drifted over to a couple of his fellow Rockets. "Agreed," he hissed to Kyle, swiping water from his face and squinting through the rain. His raincoat, as it turned out, was not actually completely waterproof; he could feel water seeping in through the seams. This was horrible, horrible, and he didn't want to meet a Legendary that sounded like it might well be angry anyway. Trust he luck to get picked out for a mission like this, why couldn't he have been assigned to... oh, stake out a coffee shop or something? Something indoors, away from terrifyingly powerful pokemon. Ugh.

"I hope this is over quickly." And that they didn't get told to engage.

If Frost was unhappy about any aspect of the mission it didn't show.

A short distance from a little group of Rockets (some of whom seemed to be complaining) he peered through a set of binoculars and waited.

[Dith - Rosie/Northern]

Well this was a change from fighting Team Rocket and that was for sure, though frankly he wouldn't be shocked at all if they made an appearance. Ad Petra addressed them Dith ran his fingers over his pokeballs and checked his pockets for the umpteenth time. Standing beside him was Volga; the Blastoise was one of the few of his pokemon who was happy to stand about in weather like this, and of course there was Zla invisible somewhere nearby... at least so he assumed, the ghost did sometimes take it into his head to do his own thing but Dith was pretty sure he had got across the importance of the mission at hand.

Satisfied that he really did have everything in place Dith drifted over to where Rosie, Northern and Alder were conversing. "I am sure you will do very well," he put in to the Legendary with a small smile and an incline of his head. With this said he turned his smile to Rosie and nodded again; he guessed they were as ready as they were ever going to be for this, right?

Catching the voice not far from him almost as if in reply to Kyle himself, he cat a glance over only to confirm that it was from a fellow Rocket, one that Kyle at least somewhat recognized.
A soft frown formed on the brunette's lips, blinking through the rain a few times before he shrugged and turned back toward the beach.
"I just hope we have more direction if it comes to that."

(Rosie/Northern - Dith)

Rosie had to pull her head back a little more, peering out from under her hood so she could get a look at the person who walked over, A smile was returned.

Northern instead blinked at the encouraging words, her response was silent, inward, as much of her communication seemed to be, habit.
Turning back to the ocean, Northern drifted herself up a little more to get a better view, dry and safe in her bubble, but unable to see very far past the sheets of rain.
