It's legal. However there is a lot too it and there are definitely faucets that drop into highly illegal territory. It differs from site to site.
For instance, a totally illegal and disgusting example, some sites are controlled by the Russian mob and the women are all slaves. They are bought and paid for like livestock. However, an example that extreme is not very common. There are many where the women are working for the Russian men (I'm using Russian here a lot as an example because I have personal knowledge about this due to a friends father having an 'interesting' experience) and they will take the man for everything they can, totally a scam. In some cases they are working equally with the Russian men but can also be operating under duress and out of fear. The vast majority are just like our dating sites. However, the biggest thing that the women want is a green card. So they will act like the dream girl but once they get over here and married, you see a huge difference in their demeanor. Cold, miserable and angry at the men. But, still, there are some out there that want to find love but also want to escape their country to one like America where women have more freedom and safety, and hope to find a prince along the way.
So, its a mixed bag. The principle (because it really isn't much different than a dating site) is legal. But in practice there can be some illegalities associated with it.
