Firstly, hair is darkest at the roots, not lightest.

Secondly, the face is off center. The positioning of the eyes and nose are scary, but even if we just consider that to be stylistic, the whole face is still shifted to the right (the character's left) because you have the eye on the left positioned so far away from the edge of the head.

Third, I do not understand how the body works there. I can barely tell what it is. You need more definition there.

Good line work though, and the shading is going quite well, though it would benefit from some more contrast.

Here's a little trick I (and several other artists) do to draw faces. First, draw an oval--a little narrower towards the bottom where the chin tapers off. Quickly draw a line down the center of the oval (more like light wisp of your pencil, rather than a line made with pressure since you want to be able to erase it later on without much fuss), and cross it with another quick line across the center (width wise). Now there should be an oval with a [very] light cross inside of it. I've went ahead to draw a sample, so that you can understand the process better ^_^:

Next, draw in the nose somewhere on the center line (preferably towards the center of the area underneath the horizontal line and the chin area). Then draw in the eyes--following the line so they don't go floating off into space. Taper the narrow part of the oval to make the chin and shape the face.

You can begin to add the hair now--as well as the neck ^_^.

I hope this helps you! I know some people HATE this method--but I swear by it ^_^.

Indeed that method works. Sometimes it does for me, other times I can free hand it without problems.

Also, remember to proportion the shoulders and such to the head. Don't put so much emphasis to the head that it ends up larger than it should be smile

actually. about the hair thing. it's up to preferance. it could be that the roots are showing through, or that she just draws it like that. it could also be where the light source is hitting the hair.

and the whole face isn't off balance. it's just the eyes. if you shifted the right eye (our left) more to the side and the left eye more towards the center, i think it would work out perfectly.

and the body does work, it's just that the shoulders are too small for the head, like riku said. the porportions are your biggest problem when it comes to the body issue. just remember the head to body ratio and you should be fine.
