I like it, but its looks more evil then cute and not like "stay away cute". You should try and change the look (especially the eyes).

Ah... Didn't know chibis also had to be cheerful cute, I was under the impression it was more the simplified style of art.
It was 100% Photoshop, lines with pen tool and so was the shading. Its a mock-vector.

Agreed. They don't need to be cottoncandy and sunshine. This guy's quite adorable (I think he just looks sleepy), I like him a lot.
