Who knows? It's probably part of her color scheme and originally in the first appearance they save her life by giving off a high pitched sound while she's wailing

seriously though, i think they were meant to amplify her screams (like in episode 1) but then i guess there really wasn't a need for them so they just became ordaments for her hair.

Well Luna didn't 'make' them persay. More like she was -holding- them. And Venus got her stuff from Artemis.
Most likely it's Magick- or what some people call, Sub-space pocket.

Aha, I'm glad someone brought up the time-space pocket thing. I used to use that in rp all the time.. and hoard plushies and stuff in it.
They could just be pulling them from their clevage... Hmm.. boob wands.

I thought that they alerted her when danger was near by blinking... Did I see that in an episode or am I just crazy?

That's the same as asking "why is she wearing that ridiculous red bow?! Why all the useless frilly ribbons?!" The answer is simply because it's part of the costume...

Antlers I thought that they alerted her when danger was near by blinking... Did I see that in an episode or am I just crazy? I think that was in the first episode, then the creators realized how ridiculous it was a never did it again.
