I wanna get a tattoo of a couple of runes down in my uh *special place*. I would obviously intend to shave regularly. However, my knowledge lays mostly with piercing rather than tattooing. What are the rules in regards to getting a tattoo where hair grows? How well does it work? Does it fade faster? Etc?

well i've seen head tattoos that still hold alot of colour. and everywhere on you body that you'd want to get pierced grows hair. so i wouldn't see there being a problem. I've even seen some tattoos in that area that don't look faded at all.

You can shave over a fully healed tattoo no problem. The ink is deposited deep enough so unless you're peeling your skin off, it'll be fine. (Which is also why tattoos don't just scab off or disappear much faster with the regeneration of your skin cells.)
