(the only thing I think is that it has to be up to fifteen,since theres not specific type that trains at 12 here but besides that your doing everything right.)

(its the opposite, you level up at 12 if you have a fire pokemon and are on the fire plains just liek bird pokemon level up at 12 on the hanging cliffs,none flying pokemon level up at 15.Do you understand??)
