"I see." said Rahvine nodding. "I wouldn't be suprised if they do, from the little I've seen the Outlaws are as bad as E's except the Outlaws haven't lost their minds." Actually they're worse because they've made the choice to kill rationally.

"The Society is pretty bad,"Kyra said,not looking from away from her work,"disfunctional if you will. Lycans,at least most of them,are pridefools who spend more time making a show of themselves than actually doing somehing for the wolves.The Outlaws work better together. If they didnt cause trouble theu might even make for nice goverment officials."

Rahvine nodded. "I could tell the Outlaws were well organized from when a pack of them almost got Aura and I." She shook her head. "But I don't think I would like seeing them in charge of the werewolf goverment. If they willingly take the lives of innocents they have no place being anywhere." Rahvine's eyes glowed faintly red as she finished.

Rahvine nodded. "They're like purebloods and nobles that don't obey the laws set forth by the Association and the Council. But unlike in the vampire world the Outlaws are neither confined or destroyed." Rahvine grunted her eyes still red. "Which is why they've grown in power enough that even the Seekers can't control them and they attack whoever they wish."

"But why not kill them off?Like the E's?" Violete asked
"Why not kill human murders?"Kyra looked at Violete.

"E's can't stop themselves, that's when the Hunters step in." Rahvine shrugged. "Any other vampires are dealt with by the Council, how exactly depends on the vampires level. D's and C's would most likely be killed but purebloods and nobles would be confined for the rest of thier lives."

"No, there isn't any sure way to keep werewolves from turning, but I agree that the Lycans should find someway to handle them more effectively." Rahvine pressed her lips together for a moment. "As for werewolves being huge that's not nessicarly an insurmountable advantage."
