Hhhmmm... what was I smoking when I typed that!? He said he had his own agenda. Obviously he was going to use the data for his own purposes. The only thing I can think of him to do is be a black market bio-weapons arms dealer for some reason. All the cool, calm, collective badasses of any game and movie tend to be Weapons Dealers.

Well, maybe initially, when they first made RE1. But after that, it was established that Wesker was simply in contact with another company, and he was gonna use the T-Virus to buy into their ranks.

And possibly from there, he holds an auction with individuals from interest groups and whoever unleashes the virus in Degeneration must have won the bidding.

I doubt the new corporation would be too crazy about Wesker selling it off to other people, so I don't think that's the case.

How would they know it was him? And if he got to a high enough rank, who would go against his wishes? Only thing that screwed up his initial plan in the VERY beginning was Weapon Specialist and whatever Chris was...

Well... If he got a high enough rank, chances are, he'd be getting enough money that he wouldn't need to auction off the virus.
