i thought someone else was looking over it

We have come to a conclusion that the rinnegan would be unable to have a power like this. Actually almost all jutsu except specific bloodlines cannot change their appearance. If you wanna change Yamis appearance just do it, but this jutsu is impossible for your character

oh..okay..well thank you for putting it lightly....would there be a chance i can make a jutsu were he could use someone of different appearance as a shadow clone?

That would be impossible for your jutsu.

Description: Developed by Rose Allamora Liang, he took the legends of what those gifted with the red eyes, and made them into reality. Using the ocular powers, clones ( 3 ) of pure chakra will be created. They hold the same similarity of a "Shadow Clone" except for a key difference:

1) The jutsu can create a visual image of the user or that the user knows with an an exact copy of their chakra signature. ( For example, the Ranmaru user utilizes this technique, and creates the clones. As long as that Ranmaru user has seen the chakra pattern of another, they can create a clone to look like them and hold the same chakra pattern which can fool even the Byakugan eye.)

Limitations would include:

1) The inability to perform any techniques outside of what the user knows.

2) Can only have at maximum, three clones at a time. Any more, puts too much strain on the eye.

This technique is an improvement of the "Hand of Debris". Now, instead of just a hand sprouting from the foundation, there will be an arm springing forth composed whatever base the started the jutsu from. ( i.e water, concrete, etc.). And the strength and malleability of the arm is based on whatever the arm is composed of.

This arm can be used for offensive or defensive purposes. The size of the hand can vary but the length of the arm can go as far as 10 feet in the radius and height in which it was spouted from. It can bend, grasp, slam, and do just about anything that any other arm can do except be more pliant depending on the that which it is composed of.

1.)They would just do normal damage. The only reason I specifically pointed out light attacks are because that's the weakness of the bloodlines so this jutsu would be useless against light base attacks.

Description:
The user charges both fists with lightning and can use it in one of two ways, either they can punch the enemy three times, usually in a right jab-left jab-right hook combo to the torso to cause full impact. The First hit is charged with the most chakra and surges electricity through the whole body that can paralyze/incapacitate the opponent for a few seconds leaving them vulnerable to the follow-up hits, the other two are more physically strong hits that still do a lot of damage. The other way this can be used is by punching the air in the same combo sending three small electrical chakra balls at the opponent. Using it in this way does not have as much effect because the blasts are equal in strength and although they are strong they do not have the physical damage of making full contact.

Kanbatsu is essentially a variation of the Nekki (Hot Air) technique, although a more potent version. Following a kneading of the chakra, the air is released from the mouth in a blowing motion. What gives away the danger is the fact that this cloud of air is a very dark cloud. Instead of sending forth a cloud of trajectory controllable heated air, this ability super heats the air around him. In a radius of [10] feet around Ieyasu, the air is dried out instantly those unfortunate enough to escape. Anyone other than Ieyasu himself will suffer second degree burns and feel dehydrated. Furthermore, this is a cheaper chakra cost alternative to the Hijō Mushi Satsujin (Extremely Burning Murder) technique in terms of defensive purpose.

Kanbatsu (Drought) - It was good till I got to the speed part. For the most part, the speed of jutsu is based off your own Speed rating, and as such, jutsu don't have independent speed. Remove the speed clause and it should be good.
