It's a way for them to hit two birds with one stone: It gives them an excuse and a small story to remodel the shops, andit also allows them to take a stab at fixing the Gaian Economy. Of course, we all know that Gaia's Economy has spiraled way out of control by this point. But I love to see when things spiral out of control.
