I haven't seen anything to indicate that Galvan 2.0 (woot rvb) is going to operate on a turn based system, like rules or anything like that. It might be but I really doubt it.

As for character relations, I can't comment, since I was unfortunately not around when Galvan 1 was up and operational. I'd play now if I had the time.
