She keeps growing in power until she can stand toe-to-toe with the most powerful entities of the setting, the bosses of Law and Chaos. In effect, she becomes the third member of the primary leaders, mostly through sheer determination and an unwillingness to give up - along the way, she becomes an inspiration for the other neutral entities and helps them band together, serving as a balance against both Law and Chaos that prevents either side from going too far in their unending competition. In doing so, she helps to stop major disasters from occurring to the worlds, and ultimately serves as humanity's greatest protector. She may not be powerful enough to win against the top guys, but she would be strong enough to help ensure they lose...
Along the way, both sides get to mellow out a bit. Law is less "Unending Mindlessness" and Chaos is less "Total Anarchy", swapped for "Reasonable guidelines for people's lives" and "Chaos that helps people improve themselves and be the best they can be".
In other words, Kisa uses brute force and determination to bring everyone to the Good End. rofl
