I think you'd have to make it a public guild? I don't know if you can change it after it's made?

I was able to change it from private to public, so I'm pretty sure that non-guild members can place a vote.

Alright well, I'm sorry I've been absent these past few days. I was hoping the tie in the polls would have been broken by now, but it hasn't...

I'm going to continue to keep the polls open until the tie is broken {whenever that happens} before I hand out any prizes.
