Normally, no. But people keep ignoring that rule and going off doing what they want as genin and academy students and I am getting tired of it.

Figures, I just got back, a couple of these rules are a bit new to me. I said I'd leave when my old RPC who was the hokage died, but I needed more inspiration for writing and drawing so I came back

What new rules? This rule has been around forever. Genin and Academy students could never go anywhere alone.

I either never seen them before, or there wasn't much a problem and the rule wasn't enforced.

Pern stay out of conversations that don't involve you. And fire, this was one of the unwritten ones that everyone knew made sense. I mean you are a genin, you can barely defend yourself as it is. What would happen if a rogue S-ranked ninja decided to kill you? You couldn't win. You would just die. At least as chunin you have a chance.

Fire, I am making a big deal because fairly recently IT HAS BEEN RUNNING RAMPANT. Genin leaving their village to go on missions alone, Academy Students deciding they want to visit people in other villages and leaving without an escort. That is why I am making a big deal about it.

No sorry a Chuunin wouldn't win to an S-rank because people would go off and yell at the person who was chuunin for another unwritten rule about how if your a lower rank you cannot win verusses someone stronger.

Villages:

-You cannot leave your village if you are genin or lower without an escort.

-If you abandon your village, you become a missing or rogue ninja and will be hunted.

-Killing a member of your village will count as treason and you will be immediately hunted and given missing ninja status. Killing a member who is threatening the safety of your village or someone else's will be an exception. Basically self-defense, unless you were the one that had ill intent.

-If you do not have a village or a member of an organization, you can not rank up.

-All members must take tests to rank up. There are some exceptions, but those will be reported by the crew and tested/examined appropriately. If you failed a test, you must wait one week before asking to retake it.

-Upon joining the organizations such as Akatsuki you are not automatically ranked up to S-rank.

It's at the top of the list, clear as day.
