Just to clear up some questions. Project Diva is a rhythm game only released in japan. However it is not region locked so you can play it on an American PSP (Play Station Portable). The game is really not that hard to play even if you can't speak Japanese. The edit mode is the only area where I had some trouble.

Here is a youtube video of the game play I found. Song title is "love is war". (by the way this guy is way better then I am, I'm still happy getting great on this song in normal and he is doing hard and getting perfect crying Man he makes me look like I suck, got to keep practicing).

Also, thanks to the user who posted a translation guide on this tread. I think I will need it to figure out edit mode when I get some more free time to tinker.

In other related news, they are testing the sequel game to this game in japan. It's an arcade game called "Project Diva Arcade".

Does it come in english but still have the songs in japanese?

I applied a translation patch on my Hatsune Miku -Project DIVA- ISO and the menus are in English but the songs are still Japanese...and the Kanji lyrics below the PVs being played are already changed to Romaji.
