Lady Psycho Sexy ChaosTorrent Lady Psycho Sexy  Bulbasaur is the obvious choice.
 Bulbasaur is cool, but you gotta look ahead. The final evolution is ******** ugly and the 2nd stage is so shitty I have absolutely no idea what it looks like anymore.  Look ahead then. Bulbasaur has an advantage over more than half of the gym leaders and practically all of Team Rocket due to typing and immunity to poison. He's also got Leech Seed, which will pretty much clear the way for the next Pokemon if there's anything he can't take down.
Also, all decent first-gen grass types are ugly. At least Charizard and Blastoise can be replaced with the corresponding Eeveelution.
 Oh, I thought we were selecting from pure looks. If what you say is true, I guess he can go with that. Never really got into red/blue theorycrafting. OR CHOOSE CHARMANDER AND KICK BULBASAURS VEGETABLE a**

Charmander for a good challenge the beginning of the game.
Also, I would recommend using a Ratatta for a while. It may seem like vendor trash, but train it to level 13 or 14 and it'll learn Hyper Fang, a move that has more than twice the power of moves you'll likely be throwing around at the beginning of the game. If you can get to a point where it learns Super Fang, then that move can really help out in a tight spot.

 Not Flareon. Fire is still special-only in that game, so he's far less powerful than his counterparts. I usually go with Jolteon because Pin Missile is also special, and it rapes Psychic types, but Vaporeon is a solid tank, too.
EDIT: @LoA: Rattatta is gimmicky. He's not a good longterm option. Nidoran-M learns Double Kick, with comparable power to Hyper Fang, at L14, and that will get you farther than Hyper Fang in the long run because of its typing and the fact that Nidoking can eventually learn both Fissure and Horn Drill, which, with a single X Accuracy, is ******** broken in first gen.

Sadly, Flareon is totally useless in Gen 1 since all Fire moves are Special until Gen 4, and Flareon's best stat is Atk. 140 is the highest base attack of any Fire type in the series; tied with Ho-oh.
Also, HITMONCHAN AND KABUTOPS.

 But I thought the level cap was 99? Also, I meant remember how to do it. Have Rare Candy in 6th item slot. Have Old Man in Viridian show you how to catch pokémon. Immediately fly to Cinnabar. Surf along coast until you find Missingno. Run.
