Anyone trying to enter their RPC's that are from any village other then Cloud, Mist, Leaf, or Sand may not enter. Those four villages are the only ones allowed in these exams since they are the only ones friendly with Cloud. Why would a village who is an enemy (Like grass) let in enemy students? Unless you want to send your RPC to it's death.
