(Quick AN: The Fallen Phoenix are on a train headed towards New York. On it, they're discussing the most efficient way of taking it down. The Night Owls and The UNS are in Japan helping with the relief and getting rid of radiation. The Heralds location will be explained soon.)
Chapter 1: The City of Owls
Alot had changed in the year and a half that Roulin was away with his father. He'd heard that The Night Owls had once again saved a few thousand Owls from another camp over in Europe and few more in internment camps in the good ol' U.S.A. It bothered him that in this time, nothing had changed between Owls and Humans. Not a damn thing. Even his team being heralded by other Owls as the second coming of Che's old team didn't bring a smile to his stone face. He was tired now. Extremely. There wasn't a path that he couldn't look down where there wasn't someone being slaughtered, exploited, used or oppressed. It sickened him. What could he do though in the end? Pick a side? The cigarette gripped between his lips shortened with each inhalation. He wasn't worried about the one cohort he had with him at the moment. Cecilia was a temp for now. She was, at this point, audtioning to be on his team. Hopefully, on this mission, she wouldn't be too much in the way...
They were on a rock off the coast of New York called Exire. It was invisible to those below it which was how it had managed to go undiscovered since the colonial times. It looked alot like a more industrial version of New York and Philidelphia. There was no smog though. This little nation had managed to find a way to give off emissions that weren't harmful. It wasn't helpful either, but still. On this island, a few murders had taken place. Heads were being sliced open ala Lucien style. Across the forehead clean leaving the brain exposed. It was apparent that his old friend was here. Of course he would be. There isn't a single human on Exire. Nowhere. This thought brought a flash smile to Roulin's exhausted lips. He ran his fingers through his dark hair and continued through the bustling crowd. He was on his way to meet Lucien once again...

Walking beside Roulin was a young woman with a very unique appearance. Her hair was a thick wavy cloud of white that fell down to just a few inches above her waist. She had skin that was a mixture between blue and purple. It seemed to shift each time a light hit it. Her eyes were two bright vivid green orbs. She was tall, about five foot seven inches at the most. The attire she wore was skintight and accentuated her every curve.
The young woman's name was Cecilia. She was on this floating island known as Exire. They were both on their way to meet Lucien. She had heard of Lucien's method of killing as it was the source of his power as well. This sickened Cecilia knowing that many had perished at his hands. Cecilia had not been part of Roulin's team for very long. In fact, this was the first mission she had ever gone on with him. In a way, she was auditioning to be part of his team. For now she was just a temporary replacement, but hopefully that would change very soon.
Before Cecilia even attempted to join Roulin's team, she was in a group called The Night Owls, which was a team that Roulin was once within and still kept communication with them. In a way Cecilia was still part of that group, but she also wanted to help Roulin as much as she could and that was why she had asked to join his team. She felt that she could have been some use to him. She remembered feeling elated when he had decided to give her a chance. She didn't plan on blowing this now.

The smell of rotted flesh and radiation filled the air. The earthquake that struck Japan had affected millions of people. Noel Anderson, was one of the people helping with relief, reconstructing as much as the area as she could, after all this was her home. She knew this was the work of Sabrina, the Earth Herald and for this, she wanted that b***h's head. She looked around once more and sighed. Pulling out her phone she called Will. "William, have you been able to provide housing to the people who lost their homes?" she asked him. Of course they had their differences but this was both of their homes and she knew he would have some sort of compassion on Japan.
"So New York is the next target" Aaliyah stated for clarity. The clouds above the train began darken and thunder could be heard. "It would be a shame if New York flooded" she said with a slight laugh. Aaliyah, Queen of Kenya, renowned terrorist now. Years of persecution and experience can do that to a person. "I'm already creating a storm, flooding the harbors" she explained to her teammates.
Music was thumping loud in the ears of young Vincent. He had grown tremendously, and was going through a teenage rebellion phase. He dyed his hair, pierced multiple parts of his body and even painted his nails black. Of course the UNS was here for publicity purposes, in his mind he could care less about Japan. He hadn't heard from Amara in a while and it troubled him, the only person he could trust was gone. Large debris was in his way as he exteneded his hands as it shattered into nothing. Looking into the sky, his thoughts escaped him as he continued to clean up the wreckage.
"I've seen several possible futures....I've even wrote journals of the events that lead in front of them and I'm still no further than what I was a year and a half ago" Amara said to herself. Amara was in South America walking amongst the streets. She had been living here for a while after she helped the Fallen Phoenix with what they needed to accomplish their goals. People may have thought her helping them was a mistake but Amara had her reasons for doing everything she has done. She sat near the beach and looked into the air. She was having problems with her abilities, there were times where she was in complete control but there was something else...something dark that wanted to destroy the very planet they lived on. She coped with this everyday....how long until she gave in, even she didn't know.
Elle looked around the wreckage in Japan. Her and her twin sister were fairly new to the Night OWLS but nobody noticed, it's as if they had been with them since the beginning and nobody ever said anything differently. Elle had managed to get several machines such as bulldozers to move the mess in their paths and help the others. She was a technopath so machinery was her power. She remained quiet, moving as much as possible.
A young woman with blonde hair walked the streets of Exire. Her name was Jeannie, a telepath who had been here a while. She normally stayed to herself for the most part, an OWL since she could remember, her looks and her mind is what kept her alive this long, even contributing to her success all of these years.

Lorna was fooling around with a metal fork that she had used for her dinner, which had been served earlier. She allowed it to bend and reshape itself in between her fingers as she listened to Aaliyah. Lorna had dark green hair, which was tied back into a spiked ponytail. Her eyes were a metallic color and upon her skin were different assortments of tattoos. "Poor poor New York," she said with a smirk before she set the fork down, which was now back to its original shape. "I could deal with the railways and the bridges," Lorna said leaning back and crossing her right leg over her left. She couldn't let Aaliyah have all the fun now could she?

"Oh god..." Moli found himself at the base of a nuclear reactor that was in the process of melting down. This wasn't good especially for the neighboring area. They'd been through enough hell give to them from the Heralds. There wasn't much he could against them right now, but once he gained his title, he'd try to speak with them in depth. For now, he had a job to do along with Noel and the rest of The Night Owls. The now six foot tall teen stood in front of the nuclear reactor prepared to absorb all the radiation he could out of the reactor's core. With no fear, he pressed his hands against the door to the room and passed through. Inside of the room, the temperature was extreme. Never before had Moli experienced such a burn. Because it was generated from the core though, he could bare it.
Moli puckered his lips and began to inhale as deeply as he could. The shining core began to give off more heat melting the catwalk that Moli stood upon. He nearly fell onto the heated lead below, but he kept his balance. There couldn't fail now. No one in the area would live if he didn't and his team would have to evacuate immediately. That would ultimately defeat the purpose. The core showed signs of dulling, but not before red numbers appeared in Moli's dark orange eyes. He needed to get the radiation into space as soon as possible.

Laying down facing the wall of his hotel suite a man slept peacefully. He tossed lightly his black hair gently falling into his eyes. His eyes twitched a little as they slowly opened. Sitting up gently the man rubbed his hazy eyes. He yawned lightly and slowly rolled out of bed, he was wearing a black pair of scrub like pajama pants and nothing else. He looked around the lavished style of his suite acustomed to his higher quality of life. He walked calmly to the bathroom turning on the hot water as it filled the air with warm steam. He let out a sigh as he rubbed his shoulder and looked into the mirror. He could see that staying here had helped with his complexion, recently he hadn't been sleeping staying here was rather relaxing. He stepped into the shower feeling the hot water rush over his body. After the shower he stepped out, he wore another pair of slim jean's and an undone belt, his hand gripped a white towel as he ran it over his hair to dry it properly.
Taking a seat next to the window he looked out at the view, and the view was nothing short of amazing. "Exire, the pinnacle of Owl life." He said as he dried off his hair. He laughed a little and shook his head. "no that's not quite right, it's just a pretty visage, nothing more." He said as he looked at the newspaper on the table, the obituary section had a larger number of people then usual, but he wasn't interested in that it was the headline regarding the Japan Relief effort. "To think a war almost broke out and then a tsunami ruins their country." He whispered. "the world is so unfair sometimes." He said with a soft sigh. He reminesced on the last events of the past year. "SO much time, so many lives altered. It's so unfortunate." He whispered. He sighed and tossed the towel aside. "I'm not working fast enough, there is still so much I need to do, the world will only spiral farther down if I don't act and I can't let that happen. There has already been to many sacrifices." He said as he looked out the window again.
A silver streak flashed across the japanese sky, the light glimmered brilliantly as it soared downward landing in a ruined section of a Japanese town. The light took form in the shape of a blonde man, Anderson as he previously went by. He exhaled loudly as steam poured frmo his mouth. "So much work to be done." He said as he began to fire concentrated radiant blasts into the decaying buildings melting them down and furthering their decomposition, soon magma manipulators would be there to move the molten materials into a refinery where they could be processed for new goods to help rebuild Japan. He simled a little and scratched the back of his head. "Ah well you have highs and lows I suppose." he said with a laugh. He looked upward into the sky as a soft dark red shapeless sillouhette of energy formed behind him. It spoke, yet only Anderson could hear it's words. "Yes I understand. I know things did get a little out of hand.....Confused? No I don't believe so sometimes enemies have to come together, besides the UNS needs the good publicity to stay afloat and the Night Owls just do what's right." He said in response to the inaudible messages from the odd light. "Stop worrying, go enjoy your time you're like a clingy ghost or something." He said as the light disappeared leaving him standing there the hot air from the recently melted debris flowing upward. He sighed and shook his head. "Life wasn't meant to be easy, just tolerable."
Standing on a prison tower's summit was a man holding a pair of binoculars to his face. He looked down at the recently captured inmates and sighed. "What an odd task. Owls mixed with normal convicts, it's like they're asking for a disaster." he said as he saw a fight begin to break out, it was between an recently imprisoned OWL and a normal human the human began pushing the Owl and the man standing in the tower could see things were going to head south. He reached down pulling out his long barreled sniper, holding if steadily he adjusted the scope for a few moments. There was a split second when nothing happened then a shot rang out, suddenly the human fell to the ground gasping for air, he was fine of course the man's gun was full of special clay shots which burst on impact but fired from such a gun they feel like actual bullets. "We'll have none of that now." He said as he put the gun back, he knew the inmates were aware of his presence and it was fine, they knew all to well who he was the Chain-Gun, Luca Baulder.

As they traveresed Exire, the escape of many Owls, Roulin couldn't help but acknowledge his throbbing headache. Because the island was filled with people with abilities, he found it hard to concentrate while being bombared with their "radiation." He kept his gait as straight as he could. The last thing he needed to do was let Cecilia know that he was becoming sicker and sicker the longer they were on the island. "Cecilia...ahem." Roulin spoke out with a light cough. "Remind me again--Lucien should be this way." The long-coated detective made a left onto an intersection which was somewhat darker than the others. The sun was setting, so darkness somewhere at this point was inevitable. "Excuse me, now remind me what it is you can do?"

Aeon was in charge of transport. She had gotten really good with using her barriers now she could actually control the shape and the movement of them. (Think like invisible woman does) She knew Moli was in charge of dealing with the nuclear core she just prayed that he would be alright. There were times she still couldn't believe she was capable of doing things like this. As she focused on moving people to safety, several clones of her were working and taking orders on command. Aeon was tired but she continued to work, hoping that at least once night fell, she and Moli could get some alone time.
Jeannie took out her iPad and decided to check her stocks, she was the owner of a major trade company, thanks to her father and all of the backstabbing she had to do to her sisters. This "owl utopia" was different, she had only been here a few weeks but she had enjoyed her stay. Jeannie's day would be comprised of reading the thoughts of other owls just for fun, but there was one who peaked her interest...Lucien. She hadn't in fact seen this man, but she had heard countless stories and even picked up on a few thoughts of his. Jeannie wasn't dumb at all, she often dealt with people like him to ensure....safety for herself. She waited in the lobby to run into him...that would be the plan and go from there.
Amara looked into the vast ocean as the night sky accented the water. She soon lept into the water as she began to think underwater. The herald of mind no longer possessed her so why did she feel like there was something still there. She felt a sharp pain as a fiery aura surrounded her, extending through the water, killing everything around her as she emerged from the water, the people of South America screaming at the sight that they saw. Amara's personality had shifted, even her medication wasn't working for her anymore. People began to pray others ran for their lives as she touched down on the ground and began to walk.

Cecilia brushed an irritating lock of hair around her face. She heard Roulin cough and frowned with slight worry. "Are you all right?" she asked with a small bit of concern. "You look rather pale." She didn't expect him to tell her, but she couldn't help wondering why he appeared to be sick. She tucked her hair behind her right ear and spoke once again. "Well it's really simple. I'm called The Celestrial Owl because I'm able to harness energy from the stars, planets, the sun, and the moon from the solar system and use them in powerful energy blasts. I've never actually used my full power before. Let's just say that if I were to use my full power I could probably obliterate half of this island, but I would never do that," she added quickly. "Of course, my powers grow stronger each and everyday so it can be hard to tell just how powerful my energy blasts are. I'm really just making an estimate."

Dwyte The Separated Owl On a train making its way to New York, a young shy man sat, his shaggy brown hair covering his eyes as he looked in his lap. For now he didn't have much to say, he was only Dwyte now, so he would keep to himself until someone spoke to him. Though he listened quietly looking briefly up at them revealing that he was indeed Dwyte at the moment. His eyes a dark brown color that seemed to match his brown hair. Sitting up properly he showed that he was wearing, strangely a suit, something he liked to wear even if it was extremely formal and most likely uncomfortable to cause terror in. But he always kept it on, called it his "Only decision". Mail decided everything else, to how his hair was cut to what he ate everyday. Dressing himself seemed to be the only thing open to him. Though since Mail and Dwyte had the same tastes he went with something that him and Mail both hated just to spite the other half.

"Cecilia, you have a good power." Roulin remarked in an attempt to change the subject. "I don't know how Lucien has been lately, but if he figures out that you have a worthwhile power, then he may try to take it." Roulin looked over at his temporary teammate and smirked to lighten the mood somewhat. "Italians get lighter as it gets colder. I'm perfectly fine." After turning the corner, Roulin spots a television broadcasting the news. It didn't take much effort to predict what the top story would be. It was another case of manslaughter in the first degree. Someone's head was sliced open, but the brain was left perfectly intact. His walk slowed somewhat when he viewed the unlucky victim. He picked up on something that not many had noticed, but when the time came, he'd speak of it. For now, he continued forward alongside Cecilia toward a rather lavish hotel. Throughout each signature of power that brushed over Roulin, he could distinguish Lucien's from them all.

Finally, Moli had taken in all the radiation that the core could give off. What was left was a small, black, cylindrical piece of material that used power the plant and the area. Now that the radiation had been absorbed, he needed to release it into something. The lead would just bounce it back up and space was still a bit too far. He had only one choice now. He had to use a technique he made under the watch of L. Within his body, a reaction was occuring. The cells of Moli's body converted the radiation within him into electromagnetic radiation. In other words, the radiation he absorbed was released in the form of bright flash. The flash, lasted for minutes and when it was over, the entire room had melted into a glowing white hot puddle of metal. "Whoa..." Moli said after looking around. "Radiation...sorta tastes good. Too bad it melts cell phones. I'm on my way Noel."

~~The Snow Owl~~ As quiet as the Snow.... "Hmm.." Thought a figure near two of the alleged four suite. A seemingly young woman stood with her arms crossed in from of her. Her platinum blonde hair was almost as white as snow as it shifted in the soft breeze. Her pale icy blue gaze held a depth to them that wasn't unlike that of the seas. She reached up a hand as well to toss back her hood that had previously covered her features.This shift revealed the lovely face of Sakura Yamamoto. She had recently joined the Night Owl as a new recruit. Already due to her skill she was climbing up the ranks nicely. "Not too fast, but progress none the less" she usually said. She, herself, was one of the most powerful among their ranks but she worked best wih suprise just as a sudden wave could overtake a less suspecting person. Her hand brushed over her deep blue necklace. The gem and silver were cool to the touch, a sensation the calmed her even in the harshest of times. The fact that she was the Hearld of Water and keeper of the Necklace of Nol was something unbeknownst to everyone except the other Heralds. Sakura shook her head thinking about the damage Sabrina had just cause in her beloved country. The Earth Herald had overstepped her bound on this one even if it was the earth island that had moved in Sakura's own waters. Sakura shook away these thoughts and fixed her gaze on the two before her. One was a dark haired male who would definately go down in OWL history. Sakura listened as Roulin talked with Cecilia. The young woman raised an eyebrow at the Celestrial Owl's comment. But said nothing. Sakura too had never reached the extent of her abilities, nor did she plan on doing so. Her necklace may protect her from her own waters but that didn't mean that the world, which was covered in more than 70% water, could survie her playing around with her abilities. A slight smile graced Sakura's lips. Many of the Night Owls detested these "Heralds" that they knew little or nothing about. The fact that one was among their ranks always gave her a slight twinge of amusement. The only difficuly was Roulin's ability. Sakura had to keep the majority of what she could do in check around him. This was bothersome but not impossible. Even still, being here was not an accident. Lucien was gathering more abilities by the second. Corpses were being found everyone on this place that was to be an Owl haven. Sakura had been sent along with other to find out more and put a stop to how much information was leaking out. But as Deadly as the Sea

"Thanks," Cecilia said smiling at Roulin. She ran her fingers through her hair. "This will be my first time seeing Lucien in person actually. I'm rather nervous and excited at the same time." She returned his smirk looking him up and down. "Well that explains why you're so good looking. I've always found Italians quite hot," she said in a flirtatious tone of voice. It was then her eyes fell upon the television. She shook her head. "Sick, just sick," she said in disgust as they came towards an expensive looking hotel. Only the richest and most powerful were allowed to stay in that hotel. She couldn't help, but wonder what Lucien would be like. Just how powerful was he? Part of her wanted to see his power, another part of her knew that he needed to be stopped.

"Heh. I'm just one of the lucky italians is all." Roulin replied, his cheeks reddening deeply in response her flirtatious compliment. "Anyway, our friend is in this building. If he isn't fighting, then he's a real sweetheart. In battle though, he's a force to be reckoned with." After passing through the threshold of the luxurious hotel, he fleeced his dark trenchcoat, ran his fingers through his hair and looked up from the floor. The entire lobby shined and sparkled like a jewel. The gold plated exterior of just about everything held a crisp luster that let anyone who came in know that they were in good hands. "This place is like a freaking diamond. Over the top if anything..." Roulin was the darkest entity in the room. Everyone else around had on some form of white or grey. These were clerks, bellhops and bagboys. "Shiny place huh? If you'd be so kindest Cecilia to ask one of these clerks the location of our boy Lucien? I need to find a television really fast."

A phone rang in the darkness underground. Communication had been one of the first things restored with a little help from electricity and magnetic users, telekinetics, and engineers. A hand brought the phone to the blonde man’s ears as he heard the message from a female voice. Why did Noel Anderson contact him by phone when she could have just telepathically communicated with him? He was William DeScythe, the Satan Owl. Noel Anderson was the God Owl. They had other more efficient ways of communication. But sentimental old fool or not, Noel was helping. The God Owl had been and raised born in Japan. “Yes, that end is handled though I would appreciate if you created some buildings to help. Follow Daisuke’s direction. He is spearheading that operation, love. …and use the link next time to contact me. You know I can’t stop missing your voice, dear.” Sarcasm. The phone had been in constant use for the past few days as Will, the man who basically unofficially controlled Japan, acted in his capacity as Japan’s “leader” alongside being a simple UNS member. It was a team effort: Owls and humans, animals and insects, yakuza, the underworld, and the government law enforcement, civilians and military, beggars and councilmen, men and women, children and adults, UNS and Night Owls.
Earthquake. Tsunamis. Nuclear power plant failure in Fukushima. Radiative leak. Perimeters evacuated and quarantined. The rest of the issues were being worked on and in progress: the source of radiation itself, which Moli had volunteered for, supplies, food, medical treatment, crowded quarters, annoying reporters (everyone was under orders to just put other things as a priority than to respond to reporters), political ties, negotiations, construction. Ah, so my dear little Heralds, you finally come to attack my island….we’re already at war. Sabrina… I’ll have your head for this, and Tim… I’m coming for you. True, things had been chaotic, and they still were, but the people were uniting together against this “natural” disaster. And as always, chaos was Will's turf.
The Satan Owl walked on in the underground tunnel he was currently in, his eyes glowing slightly red in the darkness. Whether that was a sign of his current mood was questionable. He was constantly checking his phone. Everything was on track. The plan just had to be executed correctly. A smirk lit up on his face as he happened to enter a room that split off from the underground tunnel. Someone else was there, and it was just the two of them with no one else around...
