Galaxia.
In the beginning of Stars Galaxia releases Nehelenia from the seal placed on her by the scouts. But it was Galaxia conrolled by chaos.
Chaos was the source of all the fighting in the first place and gave most of the bad guys their power and galaxia managed to subdue it in the first place.

I'm thinking everyone is agreeing that Galaxia would win. I think Galaxia would win. She much stronger then Nehelenia, with or without the aid of Chaos.

as much as i like neherenia, i voted for galaxia. and that is sheerly based upon the fact that galaxia already demonstrated her dominance over neherinia. i mean, if it wasn't for galaxia, neherinia would've never had her encore in sailorstars.

Everybody knows Galaxia would win. Spoiler coming up highlight to see better they don't have white here:
I mean she killed nearly all the scouts It really stinks they don't let you use white because you can still see it.

Sailor Osaka Galaxia Due to the fact that she was strong enough to take Chaos into herself. She would whip Neherenia. i agree with u

the answer is simple here: galaxia is the enemy in the last season, nehelenia comes before that. as sailor moon and the team always grow stronger as time passes by, it is clear that galaxia, who is, by the way, a sailor *warrior* as well,is way stronger than nehelenia who got herself locked up in a mirror, stupid thing.

Galaxia hands down! She conquered about 80% of the Galaxy whereas Nehelania couln't even conquer a kingdom, let alone a whole planet...

although it's very repetative, galaxia. i think every one gets the picture now. galaxia is dominant besides usagi. even with out chaos within herself. she's considered the ultimate warrior because of her sealing chaos within. i think usagi won only because she had help from her more powerful form in the future. sure in the future usagi becomes a force to be reckoned with compared to galaxia, but at her current form she would have died if not for chibi chibi(a.k.a. cosmos in disguise a.k.a. usagi) so in other words Galaxia is all mighty at that point in time!
