Sure it does! He's not drunk. o wo Therefore, the problems associated with consuming alcohol do not exist.

But he's still consuming Alcohol while under the legal age TO consume alcohol, that DOES NOT CHANGE just because he can't get drunk. XD

And again, the problems that the law exists to prevent are not relevant in his case. ^^

Also, he doesn't really drink, either... he just wants to.
