If you consider that gal in your pic to be a catgirl, then the most basic definition (physically) of a catgirl is the inclusion of cat ears and a catlike tail - anything else just adds to it...

The truest form of a catgirl has all I said, yes. But there are many types, including Felicia and Nuku-Nuku. Girls dressed as cats don't really count. But this IS the "kitty" place, so I guess I can include this:
