(oh thats funny, he sent me a PM saying he asked permission from someone and they said yes, well until he learns how to rp battle and that person tells me, i still say hes a genin or academy student)

((It doesn't matter if you know enough Jutsu to be jounin. Everyone starts as an Academy student unless the Kage says so, and I highly doubt that he did.))
