No, it's as many as you can fit into the day!
...Though, one level at a time, unless otherwise stated, because of a social link bonus.

well, most of the tenants at the inn that I did now about have moved out (Al used to be there, but left recently) but I do think that atleast one other person is there (Kiru) beyond Yatsuda and Kin,
