It's not really a painting, so much as a collage... of painted paper.
If you don't want the colors to mix, you kinda just need patience. There's a lot of techniques to make efficient use of your time. I don't know many of them, because I'm not really a painter myself, but ultimately you just have to be patient for the best results.
Also, a lot of people just don't know color theory? Like, this always confuses me. How do people get to be adults without knowing how colors work? A lot of people, even, probably most!
Acrylic is pretty forgiving. It's a fast drying paint (Too fast sometimes. I had a bit of water.) and it mixes easily. but even with that, once you get it on the paper, you just need to wait. It's easier to cover up mistakes in accrylic, though. I hear it is, anyway. I've only ever really worked with dry medias, watercolor and acrylic. The first two require a lot of forethought, I think oil does too, but probably to a lesser degree. Not so much with acrylic.
