I think you could probably split the Adventure/War category into separate 'Adventure' and 'War' categories, since there are a lot underneath that one, and I get tired of reading through them all part way through. But then again, that's probably 'cause I'm lazy. XD

I think recycling characters is a lazy way out of making new characters. Sure, a character becomes seasoned and that's great. But when you recycle them, your altering them bit by bit to make it work for a brand new world. Sure I'd thought about doing it myself, recently even. But I find that instead of just shifting from one roleplay to another there tends to become problems with the dynamic of the character. Ultimately, you lose everything you had first created because of a parasite called change. First one thing, instead of living in a world full of militant and technological regime, you somehow dump your characters into a world full of magic and fantasy and this causes characters to crumble. Character recycling should be kept to a minimum and that is pushing it. Moreover, I find that if you play the same character over and over, all you'll ever be able to do is such, you wont develop as a role player acting out as different people. It also resembles shades of fear to try new things.
So man up and make some new characters. You know they're good when you create characters with depth that is already existent. Most characters I see here in the refuge in passing are full of cliches, and sometimes it works, but more than often it doesn't. A new character should already be as developed as an already existing one. Good characters have time pumped into their creation, not just a bunch of gobble-de-gook on your screen that you threw five to ten minutes about.
This goes for the "character appearance" slot as well. You shouldn't use artwork for your appearance, mainly because it's highly doubtful that it's your artwork. The one exception I've ever seen is DTT where she uses her own art as an appearance. That's acceptable. Taking those romanticized pictures of anime characters is just stealing the time and effort some artist put in to create their characters. Make your own, own your characters and it's much more rewarding.
Short story: I dislike reusing characters and using pictures as character appearances.

I usually create the character first, and then draw them afterward... then I ask the thread owners to put them up in the profile so others can see them. >3>

Regardless, it's a unique trait in the appearance of a character, having actually drawn the character yourself rather than just base a character off of the work someone's seen on the internet. This also leads to a high magnitude of characters that have no appearance flaws.
Characters. Need. Flaws.

Kiki- I would classify the rps that have smaller groups of adventurers who need to go on a quest to find this or that as 'Adventure' (even if war is a backdrop), and rps where the entire premise is war (such as kingdom v. kingdom, X v. Y, etc.) as War. I think that's doable, though some are sorta in between and then it's just a matter of judgment.
Tana- I also tend to not like reusing characters, for many of the reasons you state. However, I have reused characters. These are characters who were in rps that died, so I can't really play them again. Most likely, the rp died before I could even develop the character. sweatdrop So I usually don't feel too guilty for using them again. Even then, I usually write a brand new profile for them, just using the previous version as my template, so sometimes they end up completely different. I rarely cross genre boundaries with them too, as that would be awkward.
I agree with the picture thing too. I don't mind them in links, though, as long as a description is added... but I prefer text, or drawing my own. ^^

It's also easy for someone to have the same image in another RP, or even in the same RP, if you just used the pre-done character drawings you could find on Photobucket... There's no individuality with that!

I feel that character death and Limbo Disease are separate categories that I feel can be reused, as long as they're not the same.
If a thread dies and a character goes into a state of Limbo Disease, I feel that, as long as the history of the character within that role play is deleted it is okay to reuse the character. I for example, a character was in a contemporary setting with a war going on on the planet Earth. It's is ludicrous to believe that the next time they participate it's in a previous time-period on another planet entirely. First off that breaks the first principle of time travel, and second, the principle of parallel dimensions. Unless a character is God...I doubt that'd be happening, unless of course the first setting had time and space (or a dimensional rip possibility) travel.

Plus, it's funny to see the picture of a character twice in the same role play. It makes no sense unless they're identical twins or somehow genetically related (Most often they're not). - Which you said and I feel stupid for repeating. Dx
