Actually, that sounds like something he'd do for more test subjects. He'd be a janitor undercover at a hospital, and whenever no one would be in records, he'd sneak in and look through them all, finding the new arrivals and seeing if they'd be perfect subjects like him, to make more tyrants out of, and then would have him minions abduct the patients later. ^_^ Oh so devious!
