I'd say Galaxia because let's face it...she was able to kill most of the sailor scouts when she was possessed by chaos. That says a lot about how much power she's able to handle.

flamingdove how about we change the topic. Who would win in a fight black lady or mistress 9???? sounds like a good idea cause its unanimous that Galixia would win. But for these two can't really say cause I've never seen any episodes with either of them.

I'd have to say Galaxia over Nehelania, Like everyone said, she's super powerful, and had the power to kill the scouts, with almost no fuss.
Between Mistress 9 and Black Lady... I'd say Black Lady, granted her powers from Wiseman (a.k.a. Doom Phantom) and her desire to be strong, and prove she was worth something, where as Mistrss 9 had taken the body of a frail girl, with latent scout powers, and the fact that Hotaru was able to fight her (sort of) from the inside, and she was sort of weak to begin with. So I'd say Black Lady could take Mistress 9.
