The story takes place in the distant future. The creation of Androids, robots, and cyborgs has become elementary.
The main characters come from an organization called Section 9. An anti-terrorist group assembled to deal with anything disturbing the peace of Japan.
Later, a series of major hacking occurs, actually to the point of where people are being murdered from the inside, and by others who cannot control themselves. All that is left at the scene, is the picture of The Laughing Man. (See Ara's signiture)
