hector rouge How was there a Kage? Zane quit... Zane was the figure head, he gave the postion to luo back in febuary. Fenrir assumed when he killed Zane he made kage, but Luo was in charge. Fenrir found out and didn't care and still acted like kage and fought Luo and asummed he was going to win since the beginin and kept acting like kage

why not let luo choose if he wants to be the mizukage or not and if not assign someone else that wants to be kage of the bloody mist?

Luo took the position a long time ago since Zane step down
though Zane was acting as a fake kage to protect the real one
