this isnt my idea, its Darkninja 70's but how about a graveyard?-for famous people like the past hokages, or powerfull ninja, and other not-so known people.

((i know alot of people would apply... but if you made it really hard to pass, or get it... im only saying this because out of the two sannin, one is inactive and one is a wandering nin))

i agree but to stop the traffic flow only jounin level leaf shinobi can apply for the rank of sanin.

Sannin isn't really a rank, so it shouldn't be tested in just an application.

But since it's good to have at least an active Sannin, let's have a test! Or maybe an AA or S rank mission (just like what the 3 legendary sannin did when they got their name).
