Rogues could simply do assasination missions, which is what they are best at. Akatsuki, well we could take out the no trading rule to allow bounties to be put into play.

If I am not mistaken, Hidan and his partner did bounties, basically showing that the Akatsuki also takes bounties. I actually think it would activate more members to train so they would not be attacked.

Hidan and his partner didn't take them. Hidan took them because that is who he was. He joined up because Akatsuki could get him good bounties. He was still bound by the orders he was given. So he couldn't go around grabbing bounties willy nilly.

Hidan did it so he could sacrifice the bodies to Jashin, which was vital to his immortality. Kakuzu did it because he was obsessed with money.
