Monthly sub forum-themed events. Each month could correspond to a different sub forum - I think this'd be a way for more of the subforums to get equal attention.

Well, we do have the Guild Events sub-forum we use for all events we host. I'm not sure I completely understand what you mean.

For the writing sub-forum, that sounds like a great idea.

Say, January could be "Anime Subforum Month", where the anime sub forum gets highlighted in Guild Announcements, and has more activities and such. That way, guild members can learn about the different subforums that they don't usually visit.
