The Rock Village? Is there even an semi-active kage? Cause the last i heard the kage of the rock village was inactive.

then why dont you replace him with a Sanin or jonin rock ninja who is active? if none, see if there any wandering nin of Sanin rank willing/The ability to be kage.

Wandering ninjas can't become the kage unless voted to be one cause the wandering ninja means you left the village to go on your own.
