Anyway, if that's the only definition in your dictionary then your dictionary is wrong. The origin of the word 'retard' comes from a Latin word meaning 'to delay', making the primary and most accurate use of the word 'retarded' a synonym for 'slowed'. It only refers to the mentally challenged when it is used as slang, and then it applies by definition both to the mentally challenged and the just plain stupid.
